Leandro Neves is Advisor to the CEO of Telebras, Brazil’s federal telecommunications company, and an independent board member at CelgPar. In thirteen years at Telebras he has worked across network operations and cybersecurity, product planning (the SGDC geostationary satellite, the EllaLink Brazil–Europe submarine cable), corporate governance, investor relations, integrity and risk, and strategic management. He coordinated the company’s first Business Plan, its 2025–2030 Strategic Plan and capital increases exceeding BRL 2 billion. He served on the board of directors of Banese, a state-owned bank, from 2022 to 2026, elected by minority shareholders, and on its people and compensation committee. For five years he taught networks and cybersecurity at the Catholic University of Brasília, where he co-authored the Cyber Defense degree curriculum. He holds a specialist degree in Advanced Studies in Defense, Security and Development from the Brazilian Superior School of Defense, a graduate certificate in controllership, compliance and audit (PUC-RS) and an MBA (Ibmec). PMP, ITIL and COBIT certified.
